London: FPA and 350 UK today joined forces to hand in a petition with almost 20,000 signatures at Downing Street, calling on the UK Government to ensure everyone gets a fair share of the benefits of cheap, clean renewable energy. The demands are backed by a coalition of over 60 organisations.

The [Make Green Fair](https://www.fuelpovertyaction.org.uk/ending-fuel-poverty/make-green-fair/) campaign is warning that, while the UK is rapidly expanding renewable power, too many households are still struggling to afford the energy they need to heat, light and power their homes. Energy bills reached a 3 year high today, rising by £60 a year on average. The Government has committed to a clean power system by 2030 and its Warm Homes Plan promises access to clean-energy technologies including solar, batteries, heat pumps and insulation.

 The plan aims to upgrade up to five million homes by 2030. But campaigners argue that the benefits of the transition are not yet reaching households fairly, with upfront costs, eligibility rules and the design of support schemes leaving many people unable to access the savings that renewable energy and home upgrades can provide. The groups are calling for a fairness guarantee for the energy transition, including an energy-saving guarantee within the Warm Homes Plan so that households can be confident that upgrades deliver the warmth and savings promised.

“Without a guarantee that the benefits of clean energy will reach everyone, the transition risks repeating the mistakes of the past, where green policies disproportionately benefited wealthier households while others were left facing debt or higher costs. If the energy transition is not fair, it risks deepening political division and fuelling misinformation about climate action. Meeting everyone’s essential needs should be the end goal of our energy system. Fair distribution of renewable energy makes this deliverable today, guaranteeing that we can all afford adequate heating, lighting, washing and cooking.”

**Sara Shaw, 350.org, said:**

“Britain is producing more and more clean energy, but millions of people are still struggling with energy costs. The promise of the green transition cannot be something that only people who can afford the upfront costs get to enjoy. We need to make green fair, so that everyone can benefit from the power of our wind and sun, cut their bills and live in a warm, healthy home.”

**The coalition is calling on the Government to:**

1. Embed equitable benefits from the energy transition across Government and Ofgem policies and plans.
2. Meet with the organisations backing the campaign to discuss how this principle can be delivered in practice.
3. Introduce an energy-saving guarantee within the Warm Homes Plan, ensuring that supported work delivers the improvements and bill savings promised.

The campaign argues that making clean energy affordable and accessible to everyone can help tackle fuel poverty while building public support for the transition away from fossil fuels.

More than 60 organisations, including Fuel Poverty Action, Greenpeace and trade unions, have backed the coalition’s open letter.

The Government’s Warm Homes Plan, published in January 2026 and updated in March, commits £15 billion over the Parliament to home upgrades and aims to upgrade up to five million homes by 2030. It includes targeted support for low-income households alongside grants and low- and zero-interest finance intended to make clean-energy upgrades available more widely.

The Government’s Clean Power 2030 plan aims for clean sources to produce at least 95% of Great Britain’s electricity generation in a typical weather year. Official DESNZ figures show that clean sources accounted for 73.3% of Great Britain’s electricity generation in 2025.
