“Who is she really standing with?” Reeves plan to scrap insulation support will leave homes cold while polluters profit, warns 350.org

London, UK. Climate justice campaigners have condemned reports that the UK Treasury is preparing to axe ECO – the country’s largest home insulation programme – calling it a dangerous rollback that will leave people colder, less protected, and more vulnerable through winters.

If implemented, the plan would severely damage the UK’s insulation sector and make it much harder for households to stay warm and improve energy efficiency. Instead of protecting ordinary people, the move echoes demands from far-right populist voices and climate deniers who oppose even the most common-sense climate measures.

Matilda Borgström, UK Campaigner at 350.org, said:

“This is a reckless attack on ordinary people. Scrapping insulation support will make homes colder and bills higher in the long run, while the Chancellor refuses to tax billionaires or polluters who profit from climate chaos. Instead of making it harder to insulate your home, Rachel Reeves should be funding warm homes, affordable energy and public services. Who is she really standing with – struggling households, or the super-rich and fossil fuel giants?”

The climate crisis is already devastating communities worldwide. In recent weeks, hurricanes have torn through the Caribbean and Philippines, destroying homes, schools and livelihoods. Here in the UK, extreme weather led to a failed harvest, pushing food prices even higher for families already under pressure.

With global leaders heading to COP30 in Belém, campaigners say the UK should be showcasing leadership, not dismantling climate solutions that cut emissions and keep homes warm.

350.org is calling on the Chancellor to reverse the plan and instead announce a tax on UK billionaires in the 26 November Budget, using the revenue to properly fund warm homes, affordable energy and strong public services.
