Climate organizations demand that negotiators seize the opportunity to make progress simultaneously on these three central themes.
COP30 should be the moment when decision-makers deliver three fundamental advances in multilateral climate discussions:
- The establishment of a process or dialogue for the fossil fuel phase-out to take place in a coordinated and just manner.
- The strengthening of the Baku-to-Belém roadmap in order to unlock the implementation of fair financing on the scale necessary for the energy transition.
- The creation of the Belém Action Mechanism for a Just Transition (BAM), which will enable the much-needed transition away from fossil fuels to reduce inequalities and injustices instead of perpetuating them.
This was the central theme of an online press conference held by climate organizations present at COP30 this Wednesday (12), at 11 a.m. (Belém time), in the Blue Zone of the COP30 venue, in Belém, Brazil.

Topic: How COP30 can deliver a Mutirão Pact, building on the Presidency’s consultations and President Lula’s pledge to develop roadmaps for halting deforestation and transitioning away from fossil fuels.

Africa Director, Natural Resource Governance Institute (NRGI)
Topic: Financing the fossil fuel phase-out is a historical responsibility from the rich countries and a key factor for the phase-out to be implemented in Africa and other Global South regions.
Amiera Sawas
Head of Research and Policy, Fossil Fuel Non-Proliferation Treaty Initiative
Topic: The Belém Action Mechanism (BAM) for a Just Transition needs to be implemented at COP30, as a crucial step toward communities not needing to choose between having a source of income or living on a planet with a safe climate.
